Tanzania's first major hydrocarbon project came on stream in mid-2004, when the first supplies of natural gas were piped to Dar es Salaam's Ubungo power plant from the Songo Songo scheme, about 230 km south of Unguja. Much of Tanzania's maritime acreage lies around Zanzibar and so the discovery of significant oil or gas reserves could prompt a struggle for control of the resources between the Zanzibar and Union governments.
WesternGeco has carried out a study of prospects around the islands, including a 2D seismic survey. Antrim Energy of Canada has prospecting rights around the islands and began a four-year contract to explore around the islands in 2002. In addition, six blocks further offshore in the Pemba-Zanzibar Basin were offered in Tanzania's second licensing round in August 2002, although Shell and Global Energy Holdings were the only bidders. Shell won four blocks; the remaining two were not allocated.
Political uncertainty has delayed plans by Shell to explore for gas offshore Zanzibar. Shell had reached its initial agreement with the government in Dar es Salaam but the Zanzibar government sought to exert some control over the venture. Work to delimit the Zanzibar-Tanganyika/German East Africa boundary was carried out during the pre-union period but was never completed and the resulting geo-political uncertainty leaves plenty of room for dispute. Island-mainland tensions in Tanzania will almost certainly increase if finds are made. ( SHELL is accelerating efforts to explore for oil and gas in the Indian Ocean after Tanzania and Zanzibar agreed a revenue-sharing deal that paves the way for companies to drill in the semiautonomous archipelago's waters. The Anglo-Dutch giant said talks were already underway with Zanzibar's government that would allow Shell to finally develop four offshore oil and gas licenses that the company has held for 10 years but has been unable to develop, due to a long-standing dispute between Zanzibar City and Dar es Salaam over how future revenues would be divided

Kufuatia kusainiwa kwa Mkataba wa Makubaliano (MoU) kati ya Serikali ya Mapinduzi ya Zanzibar na kampuni ya kimataifa ya utafiti na Uzalishaji wa gesi (Shell) tarehe 28 Agosti 2013, wawakilishi wa Serikali ya Mapinduzi ya Zanzibar na Shell walikutana huko The Hague, Uholanzi kwa ajili ya uzinduzi wa kamati ya utekelezaji (JIC) tarehe 19 na 20 Januari 2014.Wakati wa mkutano huo, majadiliano muhimu yalifanyika katika maeneo ya kujenga uwezo, uwekezaji wa jamii na maendeleo katika mafuta na sekta ya gesi.
JIC ilianzishwa kwa lengo la utekelezaji wa makubaliano. Makubaliano yameainisha ushirikiano kati ya Shell na Zanzibar katika mafuta na sekta ya gesi na inaelezea shughuli za awali.
"Tunategemea ushirikiano wa muda mrefu na Serikali ya Mapinduzi ya Zanzibar juu ya maendeleo ya sekta za mafuta na gesi Zanzibar," alisema Axel Knospe, mwakilishi Shell visiwani Zanzibar. "
